Top Perfume Manufacturers in India (2026): Private Label & Attar
15 verified perfume, deodorant and Kannauj attar makers in India, with published MOQs, contacts and a buyer's guide to COS-8 licences and IFRA certificates.
India’s perfume manufacturing splits into two worlds: private-label factories that fill alcohol-based perfumes, body mists and deodorants under your brand, and the attar distillers of Kannauj in Uttar Pradesh, who still make oil-based perfume in copper stills. Below are 15 companies we checked on their own websites, nine contract and private-label makers and six Kannauj attar houses, followed by a buyer’s guide to licences, IFRA certificates and minimum orders.
Key takeaways
- In India, perfumes (alcohol-based and not) are cosmetics. A factory making them for sale needs a state manufacturing licence on Form COS-8, and a brand using someone else’s plant can hold a loan licence on Form COS-9, according to the Cosmetics Rules, 2020.
- Published minimum orders on the sites we checked start at 1,000 units (Fragrance & Fashion), with 3,000 units per fragrance at Primacy Industries and 10,000 units for deodorants at Cosmella Infinity.
- Ask every supplier for an IFRA Certificate of Conformity naming the product category (Category 4 covers fine fragrance) and the IFRA Amendment it complies with.
- “Kannauj Perfume” is a registered Geographical Indication (application 157, valid to 8 February 2029, per the IP India GI registry), but that does not by itself certify any single seller.
- No company paid to be listed. Inclusion is not an endorsement; verify before you order.
How we built this list
We started from about 30 names found in directories, round-ups and search results. A company made the cut only if its own website was live on 4 October 2026, described manufacturing rather than trading, named a city or factory and published a business contact. Where possible we looked for a second signal: a factory address, a certification list, a registration number or a verified trade listing.
Order within each section reflects how much a buyer can verify from the company’s own pages, not quality, price or size. We print only general business emails and landlines the companies publish; where a site lists only individual mobiles, we link to its contact page. Founding years, capacity and export claims are the companies’ own statements.

Private-label perfume, deodorant and fragrance manufacturers
1. Vanesa Cosmetics (New Delhi and Sonipat, Haryana)
Vanesa calls itself an aerosol specialist with more than 60 years in the trade and about 30 in perfume. It offers private-label and contract work on deodorants, EDT, pocket perfumes and vial testers, plus skin and hair care. Its contact page lists a New Delhi corporate office and a plant at Akbarpur Barota, Sonipat district; the home page cites a 2,60,000 sq ft site with solar power and effluent treatment. A fit for brands wanting aerosol deodorants and perfume sprays from one plant.
Contact: connect@vanesacosmetics.com, 011-40105349 (contact page).
2. Primacy Industries (Mangaluru, Karnataka and Gandhidham, Gujarat)
Primacy says it was founded in 2005 and is part of the Manipal Group. Alongside candles and air care it runs a perfume line for EDP, EDT, roll-ons, car and pocket perfumes and gift sets, with a stated minimum of 3,000 units per fragrance and capacity of 40 million cans a year. The operating plant is at Mithirohar near Gandhidham, with the corporate office in Mangaluru. Its certificates page lists IFRA, GMP and a cosmetics licence, with numbers and validity dates available on request.
Contact: enquiry@primacyind.com (contact page).
3. Arwen Fragrances (Mumbai and Navi Mumbai, Maharashtra)
Arwen was set up in 2012 by a family business exporting aroma chemicals since 1988, per its history page. It sells its own body-mist and perfume brands and contract-manufactures perfumes and personal care for others from a factory at MIDC Shirvane, Nerul, Navi Mumbai. It lists an automated 3–10 ml roll-on line and a perfume overwrapping machine, and says it takes low volumes many contract makers refuse, useful for first-time founders.
Contact: info@arwenfragrances.com (contact page).
4. Swadesh Life Science (Ahmedabad and Gandhinagar, Gujarat)
Swadesh is a broad private-label cosmetics maker whose perfume range covers EDP, body mist, roll-on, pocket and car perfume, deodorant spray and perfume oil, drawn from a library of more than 200 fragrance notes. Its 12,000 sq ft factory is at Kadadara, Dehgam taluka, Gandhinagar district. The certifications page lists Gujarat FDCA approval, GMP, ISO 9001:2015 and US FDA MoCRA registration, with a compliance pack on request, which helps brands selling abroad.
Contact: business@swadeshlifescience.com, export@swadeshlifescience.com (contact page).
5. Freedom Fragrances (Mumbai and Surat, Gujarat)
Freedom Fragrances says it was founded in 1925 and makes perfumes, roll-ons, attars, deodorants and bakhoor under its own labels and as private and white label. Its head office is in Mumbai Central and its factory in the Sachin Special Economic Zone, Surat. It states capacity of 2,50,000 bottles of 100 ml a day, GMP and ISO certification and exports to more than 80 countries. It also calls itself Asia’s largest perfume maker, a claim we could not verify.
Contact: support@ffperfumes.com (contact page).
6. Fragrance & Fashion (Moraiya, Ahmedabad, Gujarat)
The clearest low-MOQ option we found: Fragrance & Fashion publishes a 1,000-unit minimum for private-label perfume. Established in 2015 by a family that calls itself fourth-generation in perfumery, it makes EDP and EDT, Arabic and oud styles, alcohol-free attars and car perfumes from a 10,000 sq ft unit, quoting 3 million units a year. It offers custom bottles and boxes, Amazon and Flipkart-ready barcoding, and says its formulations follow IFRA limits.
Contact: phone and email are listed on its website.
7. Cosmella Infinity (Santej, Ahmedabad, Gujarat)
Cosmella contract-manufactures deodorants, body sprays, perfumes and room fresheners, with in-house fragrance development and packaging design. Its FAQ states a minimum of 10,000 units for deodorants and generally 3,000 for other categories. It lists ISO 45001 and ISO 14001 certificates and says its products follow BIS, FDA, EU and UK rules and IFRA Standards. Aerosol capacity is scarcer than perfume filling, so it is worth a call if a body spray is your launch product.
Contact: info@cosmella.in (contact page).
8. Bo International (Gurugram, Haryana)
Bo International offers private-label manufacturing across many cosmetic categories; its perfume catalogue includes EDP, extrait, roll-on, solid, pocket and “brand-inspired” perfumes plus a no-gas deodorant. The site claims ISO 9001:2015 and ISO 22716 (cosmetic GMP) certification and a filling capacity of 7,50,000 bottles, with no period given. Its contact page lists a Gurugram office and a Jhajjar warehouse but no factory, so ask where your batch will be made and under whose COS-8 licence.
Contact: info@bointernational.net (contact page).
9. Keva, S H Kelkar and Company (Mumbai, Maharashtra)
Keva is not a filler. It is the fragrance and flavour house of S H Kelkar and Company, founded in Mumbai in 1922, creating fragrance compounds for personal care, home and fabric care and fine fragrance, with plants at Vapi, Vashivali and Mahad. It suits growing brands that want a custom fragrance oil built to their brief, which they then hand to a contract filler.

Attar makers in Kannauj
Kannauj, on the Ganga in Uttar Pradesh, is India’s attar town. A 2019 cluster diagnostic report for the Ministry of MSME counted about 375 attar and essential-oil units there, an estimated turnover of about ₹400 crore (one crore is 10 million rupees) with about 20% exported, and around 1,00,000 people employed directly and indirectly, according to the DC-MSME report. Attar is made by “deg and bhapka” hydro-distillation: flowers or herbs are heated with water in a copper still (deg), and the vapour travels through a bamboo pipe into a copper receiver (bhapka) holding a base oil such as sandalwood, which absorbs the scent.
“Kannauj Perfume” was registered as a Geographical Indication in 2014 on an application by Uttar Pradesh’s Export Promotion Bureau. The tag describes the region’s product, not one firm, so ask any seller citing it for a registered-user certificate. The Fragrance and Flavour Development Centre (FFDC) in Kannauj, an autonomous Ministry of MSME body with a NABL-accredited lab, offers quality testing buyers can use to check purity claims.

10. Kannauj Attar, Ancient Fragrances Pvt Ltd
Kannauj Attar traces its family business to the late 18th century and became Ancient Fragrances Private Limited in 2020, run by the fifth generation, per its about page. It sells traditional and Arabic attars, ruh (pure flower distillates), essential oils and hydrosols, runs a wholesale programme with customisation, and says it exports to more than 50 countries. The registered office is on New Court Road, Saraimeera.
Contact: info@kannaujattar.com (contact page).
11. Meena Perfumery
Meena Perfumery is a family distiller on Gauri Shankar Road making attars, essential oils, absolutes and floral waters by deg-bhapka, in bulk and retail. Its site gives two founding years (1950 and 1965). As a second signal, its trade catalogue at attarindia.com shows GST and Import Export Code numbers and an IndiaMART verified-exporter badge.
Contact: meena.perfumery@yahoo.com (contact page).
12. Puja Perfumery
Puja Perfumery, on Baba Gauri Shanker Road, says it has made fragrances since 1925 and is in its fourth generation. It distils attars, essential oils and rose water, and its bulk page offers private-label and custom manufacturing with flexible MOQs. It invites buyers to book a factory tour, the simplest way to see deg-bhapka stills before you commit.
Contact: poojaperfumery@gmail.com (contact page).
13. Ali Brothers Perfumers
Ali Brothers, in Haji Ganj, makes attars, ruhs, essential oils, floral absolutes and sandalwood products. It lists hydro-distillation, steam distillation and solvent extraction, useful if you need both traditional attars and absolutes such as jasmine sambac, and has a bulk enquiry page.
Contact: info@alibrothersperfumer.com (contact page).
14. Attar Kannauj, Vijay Groups
Attar Kannauj, in Pathakana, says its parent Vijay Groups has made attars by deg-bhapka since 1911 and began as a B2B supplier before relaunching as a consumer brand. It still sells wholesale with custom blending for private labels, and lists fragrance oils in 500 g to 1 kg packs. Its site calls its attars GI-tagged; ask for registered-user proof before repeating that claim.
Contact: attarkannauj1@gmail.com (contact page).
15. Aroma Monk (Kanpur office, Kannauj factory)
Aroma Monk supplies attars, essential oils, fragrance oils and agarbatti (incense sticks) in bulk. Its office is in Kanpur and its site says the factory is in Kannauj. It runs a white-label programme and offers samples. As it also trades aroma chemicals, ask which attars are distilled in-house.
Contact: info@aromamonk.com (contact page).

How to choose a perfume manufacturer
Start with the format. An EDP or EDT is an alcohol-based spray needing a licensed filling line and spirit permits. A deodorant or body spray needs aerosol gassing, a narrower capability. An attar or roll-on oil can come from a Kannauj distiller or a perfume-oil blender. Avoid skin-care contract makers that only dabble in perfume.
Then decide who owns the scent. Most makers offer a stock library or custom development. To own a signature fragrance and keep the option to switch factories, buy the compound from a fragrance house and pay a filler only to fill and pack. Finally, match scale: a 1,000-unit pilot and a 50,000-unit retail order need different suppliers.
Licences and standards to check
CDSCO cosmetic manufacturing licence
Perfumes are cosmetics under the Drugs and Cosmetics Act, 1940 and the Cosmetics Rules, 2020, overseen by CDSCO; the Rules list both “hydro alcoholic” and “non hydro alcoholic” perfumes as categories. State Licensing Authorities grant manufacturing licences: a factory applies on Form COS-5 for a COS-8 licence, and a brand using another licensee’s premises applies on COS-6 for a COS-9 loan licence. Both remain valid while the five-yearly retention fee is paid, and each site needs its own licence. Ask for the COS-8 copy and check your category is endorsed.
Excise permits for alcohol-based perfume
Alcohol-based perfumes also come under state excise control. In Delhi, for example, the excise department’s Medicinal and Toiletry Preparations branch licenses the manufacture and sale of toilet preparations containing alcohol, plus permits for rectified and denatured spirit. Licence names differ by state, so ask your filler which licence covers your batch.
IFRA Standards and the Certificate of Conformity
The International Fragrance Association’s Standards cap or ban specific fragrance ingredients by product category. Fine fragrance (EDT, parfum, cologne, solid perfume, aftershave) is Category 4, and deodorants and antiperspirants of all types, including fragranced body sprays, sit in Category 2, according to IFRA’s guidance for the 51st Amendment (30 June 2023). The fragrance supplier issues a Certificate of Conformity stating the maximum dose for a named category and the Amendment it meets. IFRA does not issue or audit these, so treat them as supplier declarations.
Timing matters for 2027 launches. IFRA’s end-of-consultation letter for the 52nd Amendment (31 August 2026) says it will add 48 new restriction Standards and revise 15 others, with formal notification expected in January 2027. New creations must comply 11 months after notification and existing ones after 30 months. Ask whether your formula has been checked against the draft. IFRA will also hold its Global Fragrance Summit in Mumbai on 23–24 June 2027, according to IFRA.
This section summarises rules for orientation only; confirm requirements with your State Licensing Authority, excise department or a qualified regulatory consultant.
MOQs and cost drivers
Only three companies on this list publish a minimum order quantity, so treat these as reference points rather than market rates.
| Company | Published minimum |
|---|---|
| Fragrance & Fashion | 1,000 units (private-label perfume) |
| Primacy Industries | 3,000 units per fragrance |
| Cosmella Infinity | 10,000 units (deodorant); generally 3,000 units (other categories) |
None of the sites publishes a per-unit price, and quotes depend on choices you control: fragrance concentration (an EDP carries more compound than an EDT), library versus custom compound, stock glass versus a custom mould, caps, pumps and boxes, and for sprays, alcohol and excise handling. Request two quotes on one specification, one with stock packaging and one custom, to see where the money goes.
Questions to ask before signing
- Whose COS-8 licence will my product be made under, at which address, and is my category endorsed?
- Can you share the IFRA Certificate of Conformity for my fragrance, for the right category and Amendment?
- Who owns the formula, and can I take it to another filler?
- What is the MOQ per fragrance, per bottle design and per box, and what are the lead times for samples and production?
- Which stability and compatibility tests do you run on the filled pack, and will I get batch records?
- For attars: which oils are distilled in-house, what base oil is used, and will you allow testing at an independent lab such as FFDC?
Red flags
- No factory address, or an office and warehouse only, with no answer on where filling happens.
- Certificates “available” but never sent, or IFRA certificates with no category or Amendment number.
- “Brand-inspired” or dupe scents sold with another brand’s name on the label, which invites trademark trouble.
- Attars sold as “100% natural” and “GI-tagged” at prices far below what pure ruh oils usually cost, with no test report.
Bottom line
For a first spray perfume or body mist, start with makers that publish factory addresses and MOQs (Fragrance & Fashion, Primacy, Cosmella, Arwen, Swadesh, Vanesa) and ask each for a COS-8 copy and IFRA certificates before paying for samples. For an attar line, Kannauj’s family distillers offer heritage and natural materials, but you carry more of the testing burden. Either way, plan for the IFRA 52nd Amendment. If you are raising money for a fragrance brand, our funding tracker and launches page show what other consumer founders are building.

FAQ
What is the minimum order for private-label perfume in India?
Among the makers we checked, the lowest published minimum is 1,000 units (Fragrance & Fashion). Primacy Industries states 3,000 units per fragrance, and Cosmella Infinity states 10,000 units for deodorants.
Do I need a licence to sell my own perfume brand in India?
The product must be made under a cosmetic manufacturing licence (Form COS-8). A brand that has products made at someone else’s licensed plant can take a loan licence (Form COS-9) from the state authority. Alcohol-based perfumes also involve state excise permits.
Is attar regulated differently from perfume?
Both are cosmetics under the Cosmetics Rules, 2020, which list hydro-alcoholic and non-hydro-alcoholic perfumes as categories. Attars are oil-based, so the alcohol excise layer usually does not apply. Confirm with your manufacturer and state authority.
What is an IFRA certificate?
It is a Certificate of Conformity from the fragrance supplier stating that a fragrance mixture, up to a set concentration, meets the IFRA Standards for a named product category and Amendment. IFRA does not issue it.
Does the Kannauj GI tag mean an attar is genuine?
The GI covers “Kannauj Perfume” as a regional product. It does not certify an individual seller. Ask for registered-user proof and an independent test report if purity matters to you.
